You should think about adding non-confused to the requirements for controlling. My scenario pack is very similar to this (both are warmachine inspired, you can find it in the experimental forum) and in my play testing a situation came up where shooting was used to try and drive back units off the objective to stop scoring but you could just refuse to make way with a unit behind to make sure the unit stays on the objective. They become confused but can still control which made the games less tactical.
